Digital Services Act Information

The Digital Services Act (DSA) is an EU regulation requiring online platforms to enable the reporting of illegal content and ensure transparency in content moderation. Paradox’s Transparency Reports are also published here.

This Digital Services Act Information (“Information”) governs how European Union (“EU”) users and authorities may submit requests to Paradox Interactive AB, org. No. 556667-4759, Magnus Ladulåsgatan 4, 118 66 Stockholm, Sweden (“Paradox”, “we” or “our”) relating to the EU Digital Services Act (“DSA”). Paradox publishes games and thereto related content, mods tools, upgrades, patches, features, launchers, websites, forums, hosts events and offers other services (collectively “Services”).


This Information also covers user-generated content (“UGC”), for example chat and forum posts, Game and character customizations, cinematics, scripts and programs, mods, gameplay, modes, music and sound, animations, and other types of works relating to the Services.


1. Single Point of Contact

The DSA requires online platforms, for example Paradox’s Wiki, Forum and Mods platforms to provide a method for users to report content that is illegal in the EU.


However, if you would like to report content which may not be illegal but may breach our Code of Conduct, Community Guidelines or Forum Rules, please submit a report through the in-platform report tools or by contacting our Support at https://support.paradoxplaza.com/hc/en-us.

2. Content Moderation and Platform Rules

The moderation and rules relating to our Services and UGC can be found in our User Agreement, available here, under Sections 5 and 7. Our Code of Conduct can be found here. Some of our platforms have specific guidelines:


We may take actions such as removal, restriction or suspension of the illegal content or accounts. We decide on the appropriate action based on the type and severity of the violation, as well as the frequency of violations. Severe violations may result in an immediate and permanent ban. Other breaches may be handled with time-limited suspensions or warnings.


Users are informed of moderation actions related to them and can appeal as described in this Information. Due to privacy reasons, we cannot give you information about our investigation or what actions we take on another player’s account.


3. Reporting and Appeals

Users may report illegal content or breaches of our User Agreement and Code of Conduct via the links in Section 1. When we remove content or take an action against an account, the account holder will be notified of the reasons and provided instructions on how to appeal. Users may appeal moderation action through the contact method indicated in the notification of action, or by contacting our Support at https://support.paradoxplaza.com/hc/en-us. Appeals must be filed within six months of the decision. Appeals are reviewed by a moderator or escalation team independent of the original decision.


In cases of appeals abuse, we may restrict the processing of appeals submitted by those who frequently submit unfounded or abusive appeals.


Users who reside in the EU may, after having exhausted Paradox’s internal report-handling system, submit any unresolved dispute related to content moderation decisions to a certified out-of-court dispute settlement body. These bodies are certified by the competent authority designated by an EU Member State or by the European Commission. Users may decide whether to use such a body or to seek redress through judicial proceedings. Paradox is not bound by decisions made by these out-of-court settlement bodies, but will duly consider their outcomes.


4. Trusted Flaggers and Notices

Paradox may cooperate with authorities or entities recognized as trusted flaggers under the DSA to ensure efficient handling of illegal content. Such reports receive priority processing but are still reviewed individually for compliance with applicable law.


5. Transparency Reports

Paradox publishes annual transparency reports summarizing:

  • The number of content moderation actions
  • Categories of content affected
  • Measures taken to prevent misuse
